The FAA is continuing to review comments and input received during the ongoing Public Involvement Process. Work is also continuing on the detailed analysis of environmental impacts for the DEIS.

The next Public Involvement opportunity will be the Public Workshop/Public Hearing on the DEIS. FAA anticipates that the workshop/hearing will take place in the Fall of 2008.

Summary of Public Involvement Opportunities during Phase 2 of the EIS (Current Phase)

The following is a list of the kinds of public involvement activities that are included in Phase 2 of the PBIA EIS process.

Focus Groups – FAA held the first series of Focus Group meetings on September 25 and 26, 2007. Meeting material is provided below. FAA will hold a series of additional Focus Group meetings over the course of Phase 2 of the EIS. These meetings will provide an on-going opportunity for small groups of invited key stakeholders, who represent neighborhoods, homeowners associations, or other local groups within the EIS study area, to meet with and have meaningful dialogue with the EIS Project Management Team. The Focus Group meetings will be held at key milestones in the EIS process.

  • Overview of Phase 2 of the EIS (September 25 and 26, 2007)

    Note: To clarify some of the information presented to the Focus Groups on September 25 and 26, 2007, the FAA made a few minor edits to the Power Point show presented at the meetings. For logistical reasons, these changes were not included in the printed Handout copies that were distributed to the Focus Group members. These edits are however, incorporated into the Power Point presentation materials shown on this web-site. The following are the edits that were made:

    * Slide 16: The last bullet on this page was changed to state "approval of an alternative with mitigation measures".

    * Slide 25: The third bullet was changed to add "(County Objective)" to the end of the statement.

    * Slide 28: In the opening statement at the top of the page, the reference to the FAA guidance document was changed from 1050.1E to 5050.4B.

    * Slide 30: In the second bullet, the word "any" was added before the word "unavoidable".

  • Alternatives Evaluation (November 14 and 15, 2007)
    The FAA hosted two Focus Group meetings with community representatives to provide information on FAA’s preliminary evaluation of alternatives in advance of the Alternatives Public Workshop scheduled for November 27, 2007.   • The FAA hosted two focus group meetings on how Air Quality is being evaluated in the DEIS. You can view the informational material provided to each focus group member by clicking here.

County Commissioner and City Government Briefings – If requested, FAA will conduct briefings with Palm Beach County Commissioners and the Mayors and/or City Managers of the municipalities in the EIS study area. FAA envisions that these briefings may coincide with key milestones in the EIS process.

Department of Airports Briefings - FAA will conduct briefings with the Department of Airports management and staff throughout Phase 2 of the EIS process to provide updates on the status of the EIS process.

Alternatives Public Workshop – The Alternatives Public Workshop was held on Tuesday, November 27, 2007 at the Hilton Palm Beach Airport. Approximately 150 people attended the workshop to view display-boards and speak with representatives of the FAA and its consultant. A copy of the display boards (PDF format, 1.9 MB) can be viewed here. If you did not have the opportunity to attend the workshop, or attended but did not submit comments at the workshop, the FAA will still accept your comments at this time. Written comments and suggestions concerning the alternatives evaluation may be mailed to the FAA contact listed on the Alternatives Public Workshop Comment Form or e-mailed directly to the FAA at pbia-eis@urscorp.com .

Public Hearing – Approximately thirty days after the release of the Draft Environmental Impact Statement (DEIS), FAA will conduct a Public Hearing. The Public Hearing will be an opportunity for the public to meet with the EIS Management Team and technical staff to voice their comments on the content of the DEIS document. Like the Alternatives Public Workshop, this meeting is planned to be a large-scale open format meeting that will be open to anyone who wishes to participate. It is currently anticipated that the Public Hearing will be held in the fall of 2008.

Web-site Updates – The project Web-site will be updated on an ongoing basis with information on the status of the EIS process, upcoming opportunities, dates, locations and times for public involvement events, and other EIS-related information.

E-mail Comments – At any time during the EIS process, the public can submit a comment to FAA using the Web-site and E-mail address that has been set-up by FAA specifically for this EIS.
