The FAA is considering public and agency comments received on the Final EIS and is preparing the agency's Record of Decision (ROD).

The ROD is expected to be issued in late 2011. Notification of the FAA's issuance of the ROD will be provided in the Federal Register and in local newspaper advertisements.

Copies of the ROD, when issued, will be made available locally. The ROD will also be available for viewing and download from this web site.

Summary of Public Involvement Opportunities during Phase 2 of the EIS

The following is a list of the public involvement opportunities that were included in Phase 2 of the PBIA EIS process.

Focus Groups – The FAA held a series of five (5) Focus Group meetings over the course of Phase 2 of the EIS. These meetings provided an on-going opportunity for small groups of invited key stakeholders, who represented neighborhoods, homeowners associations, and other local groups within the EIS study area. To meet with and have meaningful dialogue with the EIS Project Management Team. Each Focus Group Meeting was held on two (2) consecutive evenings, to allow for smaller groups and maximum exchange of information. The Focus Group meetings were held at key milestones in the EIS process, and covered the following topics.

Alternatives Public Workshop – The Alternatives Public Workshop was held on Tuesday, November 27, 2007 at the Hilton Palm Beach Airport. Approximately 150 people attended the workshop to view display-boards and speak with representatives of the FAA and the EIS Consultant Team. DEIS Public Workshop and Public Hearing – A Joint Public Information Workshop and Public Hearing was held on November 12, 2008 at the Palm Beach County Convention Center to explain the content of the DEIS and to receive comments from the public and government agencies. The Public Workshop and Public Hearing handout, which includes a copy of the display boards (PDF format, 23.5 MB) can be viewed here. Notification of the Public Hearing was provided through a Notice of Availability (NOA) published in the Federal Register on September 26, 2008, through press releases, advertisements in the Palm Beach Post and La Palma newspapers, and on this project web site.

The public was invited to comment in one of four ways during the Public Hearing/Information Workshop: (1) Written comments submitted during the Hearing/Workshop, (2) Pre-addressed written comment forms given out at the Hearing/Workshop mailed to the FAA Project Manager. (3) Individual verbal comments given to a certified court reporter anytime during the Public Hearing/Public Workshop, and (4) Verbal comments made before a Hearing Officer, who presided over and conducted the Public Hearing. The comment period for the DEIS closed on November 24, 2008. The public commenting procedure ensured that substantive comments and concerns were made available to the FAA in a timely manner so that the FAA had an opportunity to address them in the EIS. All comments received were summarized and responded to by the FAA in the FEIS.

Web-site Updates – The project Web-site has been updated on an ongoing basis with information on the status of the EIS process, upcoming opportunities, dates, locations and times for public involvement events, and other EIS-related information.

E-mail Comments – At any time during the EIS process, the public can submit a comment to the FAA using the Web-site and E-mail address that was set-up by the FAA specifically for this EIS.
